WA DNR Public Records Request pertaining to Amateur Repeater Leases

FYI, On September 28th a Public Records Request was made to the Public Records Officer of the Washington Department of Natural Resources for copies of documents responsive to the 6 categories below. Today, the WA DNR Public Records Department responded, providing a Box.net link with 155 documents responsive to that records request. I have copied those records over to a Google Shared Drive and am making that link and the documents available to you at the following URL. https://drive.google.com/drive/folders/1ktbf5di_j4DyYD8P0FsaCQCnvwK2iYTX?usp=sharing The Public Records Request asked for the following documents/information: 1. Executed lease documents providing amateur radio operators with access to state lands or towers under a reduced rental fee as described in RCW 79.13.500 “Amateur radio repeater stations – Legislative intent” and limited to those leases which were in force at any time between July 1, 2019 to present. 2. Notices as provided for under the leases, including written communications sent or received by Washington DNR in relation to the above noted leases, including termination letters to lease holders between July 1, 2019 to present. 3. Accounting or financial records that show the full market rental rate for all amateur radio use of state-owned property, the reduced rental fees paid by amateur radio operators for same, and the amount of budget or inter-department funds requested by WA DNR, and the amount received by WA DNR re “assuring the department full market rental for use of state-owned property” in RCW 79.13.500. This request is narrowed to the dates July 2019 to June 30, 2021 reflecting the state fiscal years 2020 and 2021. 4. Financial records pertaining to non-payment for use of state lands or towers by amateur radio operators between July 1, 2019 and June 30, 2021. 5. Documents pertaining to tower site equipment inventory or audits of amateur radio equipment at DNR tower sites, and any reconciliation to leases with findings of less or more equipment on the sites than is permitted in the applicable lease agreements referenced in paragraph 1. above. 6. DNR criteria or policy which would limit the number of amateur radio operators on a given DNR tower site, or limit the number of radios, radio, repeaters, or frequencies in use by amateur radio operators at a site. DNR Sessions for Ham Radio Leases
During the general meeting, there was a follow-up discussion on the current situation with hams leases to DNR radio sites. Please see the meeting minutes for the details.
Two Zoom sessions are going to be held by DNR to discuss the situation and answer questions in October. I have included the details DNR provided and information on the meeting at the end of the Sept meeting minutes. 73, Kenny

The board has approved the coordination and is now placed for public comment. If no complaints are received within 14 days, it will be eligible for coordination on October 10th.
