This is a positive comment in support of the allocation for NN7D repeater. I understand the repeater will be used by Gig Harbor area amateurs in support of their community emergency preparedness etc. It's great to see low level repeaters being deployed and used for emcomm as it enables greater frequency reuse across Western Washington than if we put all our repeaters on the highest mountains. I'm glad we were able to bring up and we cover the topic last night. As I said, it was already on the agenda and was a planned activity. You actually caught me off guard by proposing it again, so I assumed you wanted something different than what was planned. (for future reference dropping me a note ahead of the meeting on your request would have made this easier) As for the next steps, while we can certainly expedite creating coordination for the 5cm band, we still need to follow the policies of the WWARA. I also want to make sure what we do is going to help the situation and not make things worst. I'm sure you understand this kind of activity takes time and while it is great to ask the Board to take action, we are all volunteers with lives. I also want to be sure that when discussing this, we are working with HamWAN, I know Bart is leading this effort, but he isn't 'HamWAN'. There is a complete leadership team behind the group, just like there is for WWARA. Thanks Kenny

First allow me to thank the group for hearing me last night. At first I felt like more important people were going to be recognized as the topic owner and then Kenny monologued the issues and actually quite well even though when I first brought the idea up as something I wanted to talk about I felt brushed off as not being worthy of this group.
I am so glad Randy was inside of my head and went where I wanted to go based on the RCW requiring coordination in order to be on DNR sites, thanks Randy. I was heading down this path but was holding back not wanting to have all the answers as once it became clear, I was hoping others would see where we needed to go as a coordinating body.
Now I further suggest that the Board of Directors take action to coordinate with Bart the frequencies he is using now on the air and we expedite coordination and build the plan around what he has already on the air and then build other uses of the band to fit as well. By expediting coordination I believe one hurdle can be overcome which assures that these are Ham related. Please do not turn this effort into a burecratic stall.
Although this is a coordination body, building a relationship with DNR and providing them a list of coordinated repeaters in full would allow them to inventory rogue repeaters which denigrates our credibility. The cost to Hams is too great to not self-police ourselves and get along with DNR as the price for other sites will kill the affordability Of having repeaters on the air, this seems like a no brainer to me.
Might I also suggest, that new blood in a group when asked to be active be equally heard as I believe collectively we got there last evening once it was determined that Rob was not present.

Microwave Link Coordination
The explosion of WiFi device availability, and the availability of Wireless Internet Service Provider equipment has opened up our Microwave bands, but particularly the 13cm, 5cm, 3cm, and 1.2cm Amateur Bands. There is merit in having a coordination body record and document these fixed location links, particularly as we use wide bandwidth modulation (5MHz, 10MHz, 20 MHz) and have a growing number of these links, which may lead to greater chance of interference. I would like to propose that the topic of Amateur Microwave Band Link Frequency Coordination be added to a future WWARA meeting agenda, and that we consider the application of WWARA's existing coordination policy on fixed station links, including multipoint sectors that support multiple remote fixed sites. Effectively, we still do repeater site linking, but it's become digital, and moved to microwave bands. Frequency coordination would allow for greater success in having multiple parties build microwave backbones between fixed sites, and to serve fixed location amateur stations.

If it would help some repeater operators to make the transition, you could submit a grant proposal for some funding. I know the Utah VHF Society had a practice of using society funds to upgrade repeaters (I don't know if it still does) as they made changes like going to 20 KHz bandwidth or if a duplexer or similar was needed.

You ask what probably seems like a simple question, but is actually complicated to provide a simple answer to right now. The biggest issue is that right now there is only a high level proposal, with a made up timeline to kickstart a discussion around narrowbanding with the repeater community in Washington. Having these discussions and getting feedback is why the WWARA has been doing talks to interested clubs for the last 12-18 months.
I really recommend reading the narrowband whitepaper linked from the WWARA website and I'd be happy to have further discussions with your group and give the presentation. But to answer your question, assuming the proposal outlined in the document is put into effect immediately, repeaters that were not using a narrowband mode in 15 years from now wouldn't be coordinated. 73, Kenny, KU7M
