Mail Service from US to Russia Suspended

I am close enough getting 5BWAZ that I have started sending out some cards.  I do all my QSLing the old fashioned way, via mail.  I recently sent several cards to Russia, to have them all returned.  The USPS suspended all mail services to Russia last March, according to what I could find out.  The USPS refunded my international postage.  No word on how long this will last, but FYI....Mark....W7ZB

Yep, I thought that letter mail may go through but it came back a few weeks ago.

Earlier this year, I sent a direct request to an EU1 Belarus station, requesting a QSL card for an 80M CW QSO. His QRZ page says "via DIRECT only", so I enclosed a QSL, SAE and $3 USD.

 

It came back to me some time later, in my original envelope, with multiple pages of official-looking paperwork (rubber stamped by various agencies,) but all in Cyrillic text, which I can't read. I could make out something about the $3 USD (which they kept) and they also returned my SAE and QSL card. It evidently never made it to the ham, whose QSL card I was requesting.

 

The next thing I plan to try is to see if he responds to his email address as shown on QRZ.

I think it’s considered illegal there to send $$ in envelops. 
Don’t remember details, but if found and taken to the extreme - they can charge recipient for the illegal transaction. Have not happened yet…

If you still have it - please send me a picture of what they wrote in cyrillic
