"8088" pending upgrade

I now have in test a new filter system for bad spots. Here's a high level view of what it does, in order, to the spots from each 2 minute "scrape" from wsprnet via wsprdaemon.org:

- remove balloon spots

- compare to a whitelist of > 20,000 known good transmitter callsigns

- determine if whitelist rejects are good spots with more than one reporter

- compare one reporter spots to a list of know valid one reporter tx calls eg: N3AGE and mark those valid

- add the now filtered scraped spots to the daily spots

- update the whitelist with new valid tx calls

Once testing is complete, I will switch to that and at that point I'll also remove the false column.

The whitelist system has no effect on the jimlill.com:8088 as you knew/know it.  It is a separate test and as stated below when testing is complete, I will switch to that and alert you.
