Yes, it pre-dates Russia changing sides so it only has English labels.

(I've got one set like that and a NOS replacement front panel somewhere.)

Hello Carvel,

Yes, the front panel is original.
There is an even earlier unit (serial C-128) pictured at:
http://www.royalsignals.org.uk/photos/jacques-19mkII/index.html
And from the document at the end of the same page, we can tell that the set
C-1053 was made during June 1942.
It is probably one of the latest Northern Electric units made with the
English only lettering.
A document from the Canadian Ministry of supply, dated June 30, 1942 states
that the WS #19 production now uses the bilingual, English-Cyrillic
fluorescent lettering. (Document C5770-0565).
