Translating a 2 heddle rigid-heddle pattern to a 4 harness floor loom

The Jan/Feb 2023 issue of Handwoven has a rigid-heddle design I would like
to weave on a 4 harness floor loom.

see pages 38-40.

In the upper left hand corner of page 40, the threading is listed as
2,3,2,1, etc.

Can I use this threading along with the weaving sequence in the upper
right hand side of the same page and achieve the same pattern?

Yes! This is a 4-shaft advancing twill draft translated to the RH, so you just need to translate it back again. 
You can use the numbers for the threading diagram to mark the correct shaft to a thread (2-3-2-1-etc).
For the treadling, you need to translate the lift sequence. The front heddle raises shaft 1, the pick-up stick lifts shaft 2, the back heddle is shaft 3 and the heddle rod is shaft 4. 
Raise Front Heddle + PU stick is the same as lifting shafts 1 and 2
Raise Back Heddle + PU stick is the same as lifting shafts 2 and 3
Raise Back Heddle + Heddle Rod is the same as lifting shafts 3 and 4
etc...

The only thing extra you need to do is re-create the tie-up if you are on a floor loom, but it's the same basic tie-up as any 2/2 twill with 4 treadles.
Once you put all those pieces together you will have your shaft loom draft! Anne Dixon has a very similar draft on page 207, but very different lift plans.

In Anne Dixon's Handweaving Pattern Directory. It's not the exact draft and the treadling sequences are very different, but the threading is very close and you can see the tie-up, and if you want, you can try different treading samples while it's on your loom.
