    Yes, you can do it.  Tie up each of the treadles to one shafts, as 1,2,3,4 ONLY to rise.  Tie your tabby treadles as usual…..1 + 3 up, 2.4 down, and 2,4 up, 1,3 down IF  your tabby is created that way.  When it comes time to use the pattern treadles, use two feet to depress the correct treadles.  Your shed will be a little smaller using this method, but it will allow you to do all of the 14 combinations possible on a 4 shaft loom.
