YES!, you should fuse the input to the power supply. Don’t forget to account the startup surge.

Otherwise you will be programming every item attached to the mainline output of the PowerCab. (Guilty).
Wiring for DCC has instructions for making a programing track.

I have the PC but used a short section of isolated track some years ago. Seemed logical for program track from all I have read in forums over the years and the manual.

Nick, If you use the entire layout as a programming track and there are multiple locos, circuit breakers,reversers or other attachments to the track bus, there is likely to be too much load on the bus

Power all of the switch 8s directly from the booster output. That would constitute an accessory bus. Power each track power district through an appropriate circuit breaker.

While I did not use any decoders with my turnouts, my 30 or so turnouts are all powered by a small 5 volt transformer connected to a wiring terminal block. It works very nicely.
