Yes there is:
1) Make sure the programming track is _electrically_ isolated from the rest of the layout (even better is a programming track on the work bench isolated from the layout).
2) Acquire a double pole double throw switch (ideally with a center off position).
3) Wire the center poles to the track.
4) Wire your command station to one side of the DPDT, and your DC power pack to the other.
Throw the DPDT as needed to switch between the supplies.
