In my deployments, I've had good success disabling the default driver and building the rtl_sdr driver from osmocom instead.

I'm not 100% sure that fixes the problem, but it might be worth a shot.

I tried to chime in on the discussion last night, but the 146.720 repeater is a little too slow, so I never got the chance.
