The family of a 12-year-old black boy shot by police in Ohio is claiming that a prosecutor abused the grand-jury process to ensure that the two officers responsible wouldn't be indicted.

A week before the grand jury decided not to indict the officers, The New York Times reported that Jonathan S. Abady, a lawyer for Rice's mother, had already come to expect that no charges would be filed.

.

"We have never seen a prosecutor try so hard to lose a case," Abady said.

.

The grand jury needs only to find that the evidence presents probable cause that a crime has been committed in order to indict a suspect, but Rice's family claims that McGinty seemed to be working explicitly to convince the grand jury of the officers' innocence.

.

Less than two weeks after receiving the case, McGinty released a redacted version of the Cuyahoga County Sheriff's Department's investigative report to the public. The Times reported that McGinty believes publicly releasing evidence increases the transparency of the investigation and could help prevent unrest akin to that in Ferguson, Missouri, where evidence was only made available to the public after the decision not to indict the police shooter was announced.

Throughout the grand-jury hearing process, the Rice family attorney, Subodh Chandra, repeatedly expressed frustration with testimony by "so-called experts" hired by McGinty. The testimony of these expert witnesses supported the decisions made by Loehmann and Garmback. Chandra called into question the backgrounds of the experts as well as their familiarity with the details of the case.

Abady claimed that additional expert witnesses provided by Rice's family to counter McGinty's experts were "mocked and antagonized" by prosecutors, The Times reported. Furthermore, neither officer involved was cross-examined after reading personal statements to the grand jury.

Rice's mother's attorneys demanded McGinty step down from the case, which he refused to do. McGinty seemingly fired back at Rice's mother and her lawyer by calling them "very interesting people" who "have their own economic motives." Soon after, McGinty claimed that the statement was not about Rice's mother.

"It has been clear for months now that Cuyahoga County Prosecutor Timothy McGinty was abusing and manipulating the grand jury process to orchestrate a vote against indictment," the statement read.

.

US Rep. Marcia L. Fudge (D-Ohio) released a statement in response to the decision not to indict the officers, in which she said that McGinty's handling of the case "tainted the outcome."

.

"Although the grand jury decision may be the right one, we will never know because the prosecutor refused to step down and allow an independent review," Fudge wrote. "The prosecutor conducted the investigation in a manner that I believe inappropriate and as a result he has lost the trust and confidence of our community, and, indeed, mine as well."

At the heart of the reaction to the McDonald case are the questions of whether officers like Van Dyke are the exception or the rule, and how much responsibility the police department has to identify and discipline violent officers, as well as those who commit other types of misconduct.

.

The few bad apples theory of police violence posits that a small portion of the police force is ill-intentioned or inclined to misconduct or violence, while the majority of officers are good cops. Until recently, this theory was difficult for civilians to investigate, but department data on complaints against officers obtained through a legal challenge shows that police misconduct in Chicago is overwhelmingly the product of a small fraction of officers and that it may be possible to identify those officers and reduce misconduct.

This far-reaching data set, a product of the nonprofit Invisible Institutes Citizens Police Data Project, comprehensively covers nearly five years of complaints against Chicago police officers. Each of the 28,588 records in the database offers a detailed account of the incident, including information on the accused officer, the complainant, the type of alleged misconduct, and whether the complaint was found legitimate by an internal investigation. The data is broken into subcategories depending on the specific allegation, but here are the most common types of complaints. (Instances of excessive force, like that alleged in the McDonald case, make up about two-thirds of the category Arrest & Lock-up.)

This data wasnt released without a fight. Jamie Kalven, writer and founder of the Invisible Institute, spent years investigating police misconduct in Chicago public housing projects but was frustrated by the departments failure to release any information on the subject not even its own records of complaints against officers. In collaboration with the University of Chicagos Mandel Legal Aid Clinic, Kalven pursued lawsuits against the department, first forcing the city to release lists of the officers with several complaints against them. The Invisible Institute then filed a series of Freedom of Information Act requests to obtain all complaints against police officers from Jan. 1, 2011, through Dec. 7, 2015. (Efforts to compel the release of still more complaint data are ongoing but are at risk because of legal action by the Fraternal Order of Police.)

The extensive catalog of complaints against officers appears to bear out the theory of a few bad apples: Among the 7,758 police officers who received a complaint during that time period, more than half received less than one per year (officers with zero complaints do not appear in the database). Meanwhile, the bad apples seem to be the ones racking up the grievances.

.

To avoid the overworked bad apple metaphor, the Invisible Institute prefers to call officers with many complaints against them repeaters. Repeaters only make up a small fraction of the more than 12,000 officers on Chicagos force perhaps 1 percent to 10 percent of the officers in the database, depending on where you draw the line but are responsible for a huge fraction of the complaints: 10 percent of the officers who had received complaints generated 30 percent of the total departmental complaints since 2011. The 10 individual repeaters with the most complaints in the past five years averaged 23.4 complaints against them in that span.

In addition to the outsize number of complaints, Kalven said, repeaters have broader, cultural impacts, both within and outside of the department. Within the department, repeaters might normalize misconduct toward residents, pushing other cops toward wrongdoing. Outside of the department, the behavior of these officers can turn the community against the police. Thats what the few bad apples theory doesnt capture: the kind of compounding, metastasizing arms that flow from the impunity of bad cops, Kalven said.

CHICAGO The gunshots blasted on and on, 45 in all, until Calvin Cross lay dead in a vacant lot. Mr. Cross, 19, had run away after three Chicago police officers pulled alongside him on a South Side street near his house. Bullets hit his chest, arm, back, face and the little finger on his right hand.

.

The officers, who fired four weapons including an assault rifle that night in May 2011, said that Mr. Cross had fired at them. Investigators found an old revolver several hundred feet from Mr. Crosss path. But tests later showed definitively that the gun was inoperable and did not have Mr. Crosss fingerprints.

.

Among the officers, part of a special unit that some have accused of aggressive stops and illegal searches and that has since been disbanded, there have been 17 complaints over the years, but none led to discipline. The three were cleared of wrongdoing in Mr. Crosss death, too, and returned to duty.

.

Nevertheless, the city this year paid Mr. Crosss family $2 million after relatives filed a wrongful-death suit.

.

One officer reloaded and another one shot at him with two different guns, Dana Cross said of her sons shooting, which she heard from inside her house. I want to know why those officers are still working.

.

The release last month of a 2014 video showing a Chicago police officer fatally shooting another teenager, Laquan McDonald, has upended this city. The police superintendent, Garry F. McCarthy, was forced out despite a reduction in crime citywide. So was the leader of an authority charged with disciplining officers. The Justice Department has opened an investigation into possible civil rights abuses by the Police Department. Demonstrators call nearly every day for Mayor Rahm Emanuel to resign.

But the Chicago Police Departments record of brutality began long before Mr. McDonald, 17, lay crumpled on Pulaski Road. For decades back to violent clashes at the Democratic National Convention in 1968 and the confessions coerced by a midnight crew of detectives accused of using suffocation, electric shock and Russian roulette on black men in the 1970s and 1980s the Chicago police have wrestled with allegations of torture, racism, weak oversight and a code of silence.

There is a problem in the city of Chicago when an officer who was sworn to serve and protect can gun down a citizen for no other reason than that he was black, the Rev. Marvin Hunter, who was Mr. McDonalds great-uncle, said last week at his church on the West Side. Laquan McDonald represents thousands of Laquan McDonalds same black skin, same poverty, same social and economic injustice that is put upon them, but with different names and different ages.

In Chicago, the nations third-largest city, officers shot and killed 70 people, most of them black, in a five-year span ending in 2014. That was the most among the nations 10 largest cities during the same period, according to the Better Government Association, a nonprofit watchdog organization.

SAN JOSE -- In a sign that national concerns about the use of force by police have spread to San Jose, a federal jury here has awarded the largest law enforcement payout in the city's history -- $11.3 million --
to a Vietnamese man shot in the back by a San Jose cop last year and paralyzed from the waist down.

The landmark award came Monday afternoon after Hung Lam's attorneys argued that he was holding a knife but only threatening to hurt himself in early 2014 when officer Dondi West, who wasn't wearing her glasses, overreacted and fired.

.

While the city may appeal the landmark award, it also plans to review police practices -- as it typically does after such cases -- and discuss ways to prevent similar shootings in the future and ease concerns within San Jose's large Vietnamese community about police use of force.

.

Lam's case was bolstered by a key witness who lived next door -- retired San Mateo County sheriff's deputy Helen Anderson -- who said West should have taken the time to back off and try to calm the situation, as Anderson herself was trying to do.

City attorneys argued during the three-week trial in U.S. District Court in San Jose that the 25-year veteran patrol officer shot Lam, now 38, out of genuine fear for her life. But the jury found the officer was mostly to blame, and under the law the city is wholly responsible for the damages.

.

The ethnically diverse eight-member jury, including six Asians but no Vietnamese, decided on $11.3 million in economic and noneconomic damages after the city urged the panel to award only $4 million, while a plaintiff's expert witness said Lam deserved at least $20 million.

.

San Jose City Attorney Rick Doyle is now weighing whether to file post-trial motions to reduce the damages or appeal the judgment, which he agreed was influenced by the political "climate nationwide."

.

"It's fairly obvious -- there's a lot of press about police and excessive force," Doyle said.

.

The outcome of the three-week trial could also affect the way police handle such calls, which has been of particular concern to many of the more than 100,000 Vietnamese-Americans in San Jose. Doyle said he plans to meet with police officials to discuss "possible changes or responses, lessons learned."

After conducting a year-long study of police shootings that resulted in death, the Washington Post is reporting that 965 people in the U.S. have been killed by police officers in 2015 nearly three people every day.

.

According to the Post, only 90 of the shootings occurred when the suspect was unarmed, with the bulk broken down into three categories: the suspect was wielding a weapon of some sort, they were suicidal or mentally troubled, or they attempted to flee when officers ordered them to halt.

.

Attention has grown over those disparate number since the shooting death of Michael Brown in Ferguson, Missouri, in 2014 at the hands of police officer Darren Wilson. The death of Brown helped launch the Black Lives Matter movement, calling attention to the perceived racism in the nations police departments and the indifference to the high number of blacks dying at the hands of police in the country

In the majority of cases where police shot and killed a person who had attacked someone or brandished a weapon, the person who was shot was white. However 60 percent of those killed after exhibiting less threatening behavior were black or Hispanic.

While the Posts study only included victims who were shot by police, an earlier study by The Guardian released in late November showed that more than 1,000 people had been killed by police in the shorter period.

Following the shooting death of a man in Oakland on Nov. 15 after he waved a toy gun at officers, the Guardian noted at the time that it was the 883rd fatal shooting by a law enforcement officer 2015. An additional 47 people died as the result of being shocked with an officers Taser, 33 died after being struck by a law enforcement officers vehicle, and another 36 were killed while in custody.

Because deaths at the hands of police have become so prevalent, the Guardian maintains a running calendar called The Calendar listing all police involved deaths.

Jones' death came on the heels of a family Christmas, relatives told reporters, in which about 15 family members were at her apartment to celebrate the holiday on Dec. 25.

The local anti-violence group Action Now described the shootings as murders in an impassioned statement released Saturday:

Our hearts have been broken anew as we share our condolences to the families of Bettie Jones and Quintanio Legrier. The execution squad, the Chicago Police Department, have stolen two more lives from our community.

.

Early Saturday morning Chicago police were called to respond to a domestic disturbance. Police shot through an unopened door and killed, Ms. Bettie Jones, mother of five that had just enjoyed a Christmas with her family a few hours beforehand. Officers then turned their weapons onto a young man suffering from mental illness holding a baseball bat.

.

Bettie Jones, an Action Now member, posed no threat to police officers. She was trying to cooperate. Quintanio Legrier needed obvious psychiatric help. Chicago police officers on the scene executed a mother and her young neighbor.

.

Recent cases and released videos show a culture of excessive force and a shoot first and cover it up culture within Chicago's police department. They are killing people, mostly Black people whether or not they cooperate. They are aided by the state's attorney and mayor's offices determined to assist officers that abuse and murder the very citizens they are sworn to protect and serve.

.

We are demanding more than a full and transparent investigation into the murders of Bettie Jones and Quintanio Lagrier. We are demanding authentic justice. The so-called "criminal justice" system is a farce, when people who are supposed to protect have become the perpetrators. The entire system needs to be changed, from the racist, unjust policies to the people who enforce them.

The group BYP 100 is holding a vigil for Bettie Jones at 2 p.m. Sunday at the intersection of Erie Street and Kilpatrick Avenue.

.

Jahmal Cole, a Chicagoan who says Bettie Jones was his wife's aunt, wrote a somber response to the shooting on Facebook Saturday night urging readers not to hate CPD:

My wife's aunt, Bettie Jones, was shot and killed today by Chicago Police. I do not know all the details surrounding the shooting, but I do know that Bettie was a good spirited person, and she touched the lives of many people. I'm tempted to be filled with hatred and distrust for all Police because the injustice of such an act, but I know we have to make an effort to get beyond these difficult times in our City. What we need in Chicago is not division, hate or violence. What we need in Chicago is compassion toward one another and a feeling of justice toward those that still suffer in our City. Whether they live in North Lawndale or River North. Austin or the Gold Coast. ?#?MyBlockMyHoodMyCity

A Chicago police officer responding to a domestic disturbance call accidentally shot and killed a 55-year-old woman, who was among two people fatally wounded by police gunfire, according to officials with the department that's already facing intense scrutiny.

Grieving relatives and friends of the two victims said Sunday that the slayings raised concerns about why officers "shoot first and ask questions later" and that law enforcement had failed the city's residents.

Antonio LeGrier said police later told him that Quintonio LeGrier was shot seven times, and that he had called 911 before his father did.

.

Chicago police referred The Associated Press' requests for additional comment to the Independent Police Review Authority, the city's main police oversight agency. A spokesman for the authority, Larry Merritt, said it was "very early on in the investigation" and couldn't release further details Saturday. It isn't known when the medical examiner's office will do autopsies, which would determine how many times LeGrier and Jones were shot.

Antonio LeGrier told the Sun-Times that his son had emotional problems after spending most of his childhood in foster care. LeGrier described his son as a "whiz kid" and said he was home on break from Northern Illinois University, where he majored in electrical engineering technology.

LeGrier's mother, Janet Cooksey, told the Chicago Tribune that police didn't have to react the way they did.

.

"We're thinking the police are going to service us, take him to the hospital. They took his life," said Cooksey, who was not present at the time of the shooting. She said she wants a personal apology from Emanuel.

A 55-year-old woman is remembered by friends, family and her community after being accidentally shot and killed by Chicago police while celebrating Christmas with her family at her home in West Garfield Park.

Police have acknowledged that Jones was shot accidentally. She was shot in the chest, according to autopsy results. However, families for both victims are demanding answers, questioning whether the shooting was warranted.

"She should not have had to open her door and be shot down by a Chicago police officer," said Jones' nephew, Jahmal Cole, during a Sunday press conference.

A stead stream of ministers and elected officials, including Rev. Jesse Jackson, came to the neighborhood to offer their condolences to the victims' families. Rev. Jackson called on President Obama to intervene.

Activists accused Mayor Rahm Emanuel and the police department of failing black communities and demanded justice. Mayor Emanuel released a statement Sunday afternoon, directing a review of and changes to police crisis intervention team training.

.

"This afternoon I directed the new Acting Chief Administrator of the Independent Police Review Authority and the Interim Superintendent of Police to meet with each other as soon as possible to review the Crisis Intervention team training, around how officers respond to mental health calls. I have asked that they determine the deficiencies in the current training, and determine what steps can be taken immediately to address them," the statement said in part.

Jones' daughters hired an attorney Sunday morning and plan to file a lawsuit.

Cooksey said LeGrier's father was meeting with an attorney on Sunday.

New policy implemented by the interim police superintendent after other police-involved shootings were called into question, requires officers involved in shootings to be on administrative duties for 30 days.

.

Chicago Congressman Bobby Rush also released a statement in response Saturday's shootings.

"Why weren't tasers used in this incident?" the statement read. "Why were shots fired before other de-escalating tactics were employed? Why does shooting someone to death seem to be the default tactics of the city's police force? These questions and many others require immediate answers."

(CNN) Family members and supporters of two people shot to death by Chicago police blamed bad leadership and a police culture of "shoot first and ask questions later" for the deaths of 55-year-old Bettie Jones and 19-year-old Quintonio LeGrier.

"What about the Tasers?" asked Jacqueline Walker, a friend of Jones, as she joined a crowd Sunday afternoon in front of the residence where the shootings happened. "Taser him down, don't start shooting people, innocent people."

.

Police said an officer shot LeGrier, who was carrying a metal bat and acting in a "combative" manner, early Saturday morning while responding to a call about a domestic disturbance. Jones, a neighbor, was "accidentally struck and tragically killed," police said.

The shootings come as police in Chicago and across the nation are being scrutinized for the use of deadly force.

LeGrier's mother, Janet Cooksey, said Sunday that police shot her son seven times, once in buttocks. That meant he was turning away, she said.

"This needs to stop," Cooksey said, tears streaming down her face as she addressed reporters.. "No mother should have to bury her child, especially under these circumstances. The police are supposed to serve and protect us."

She was surrounded by supporters, some who wore T-shirts saying "Rahm failed us," referring to Chicago Mayor Rahm Emanuel, currently in Cuba on a 10-day vacation with his family.

"When is the mayor going to step up?" she asked. "When are we going to get some help?"

.

Standing outside a modest home with beige siding and white-trimmed windows, several other people echoed Cooksey's sentiments.

Jahmal Cole, who described himself as a spokesman for the organization My Block, My Hood, My City, said he is Jones' nephew.

.

"What happened should matter to everyone," he declared. "Everyone was celebrating Christmas like any other family. She should not have to be shot down just coming to the door. Your family does not want to wake up to news like this."

'Where was the Taser?'

Cheryl Dorsey, a retired Los Angeles police sergeant and law enforcement consultant for CNN, said people are right to ask why police didn't use non-deadly force, such as stun guns.

"Where was the Taser?" she said. "Why didn't they deploy a Taser? If they didn't have one on scene, they should have had one with an officer who was responding as backup. What was the urgency? There was no exigent circumstance that the officers could not have waited until a Taser arrived on scene."

Dorsey said an aluminum bat could cause injury but "is not a deadly force."

.

She said "deadly force should have been used (by police) as a last resort and not a first resort."

The 55-year-old woman who was accidentally shot by Chicago police
was celebrating Christmas with her family at her home in West Garfield
Park when the shooting occurred.

.

Bettie Jones, 55, a grandmother, was killed early Saturday when police
responded to a 911 call from a father who lived in the same building
about his 19-year-old son acting erratic and wielding an aluminum bat,
police said. The teen, Quintonio LeGrier, was also killed when police
opened fire. Jones was the downstairs tenant in the building.

Police have acknowledged that Jones was shot accidentally. She was shot
in the chest, according to autopsy results. However, families for both victims
are demanding answers, questioning whether the shooting was warranted.

.

"She should not have had to open her door and be shot down by a Chicago
police officer," said Jones' nephew, Jahmal Cole, during a Sunday press
conference.

.

The mother of five, who loved church and music, will be remembered during a
vigil at 2 p.m. Sunday in front of the apartment where Jones was killed in the
4700-block of West Erie in the West Garfield Park neighborhood.

.

Cole added that while it's tempting to feel hatred for police, he said it's time for
better communications between police and the community. He said community
members need to also step up.

.

"I do believe that people need to join block clubs and know their neighbors,"
Cole said. "I think we need to show compassion for life in Chicago."

.

LeGrier, the 19-year-old who was fatally shot, was a Northern Illinois University
student. His mother, Janet Cooksey, said he had a mental illness, but said he
was never violent. She said her son was shot seven times, including once in
the buttocks. The Cook County Medical Examiner's office confirmed Sunday
that he was shot multiple times.

Police said LeGrier was charging downstairs toward police with the bat.

.

"When is the mayor going to step up because we can't get no help from the police,"
Cooksey said during the press conference. "CPD has failed us over and over."

The family of a 55-year-old woman who Chicago police say was "accidentally" shot and killed by an officer early Saturday described her as a loving person who enjoyed music and church.

.

Bettie Jones, a 55-year-old grandmother, was enjoying a Christmas celebration the night before she was shot, Jahmal Cole, the husband of Jones' niece, said at a news conference today.

.

"This is not the time for hatred," Cole said, instead calling it a time for "compassion."

.

Jones will be honored with a vigil this afternoon in front of the West Erie Street apartment where she was killed, according to ABC station WLS-TV in Chicago.

Janet Cooksey, who said her son was the 19-year-old killed in the shooting, said he wasn't an "angry" or "violent" child.

.

"No mother should have to bury her child," she said at a news conference.

.

The incident is being investigated by the Independent Police Review Authority, police said, and officers involved will be placed on routine administrative duties for 30 days.

The shooting comes amid a federal civil rights investigation into the Chicago Police Department that's looking into how the department disciplines officers as well as patterns of racial disparity in the use of force.

.

The investigation began after dash cam video was released last month showing white Chicago police officer Jason Van Dyke shooting black 17-year-old Laquan McDonald 16 times in Oct. 2014. Van Dyke allegedly kept firing after McDonald already hit the ground.

.

The video's release led to the resignation of Chicago Police Superintendent Garry McCarthy and calls for Mayor Rahm Emanuel to step down.

A Chicago police officer arriving at the scene of a domestic disturbance fatally shot two people on Saturday, including a 55-year-old mother of five who authorities said was accidentally struck and tragically killed.

In a statement released Saturday offering scant detail, Chicago police said they were confronted by a combative subject that resulted in the discharging of the officers weapon.

.

But the families of Bettie Jones, who had just hosted relatives for Christmas, and Quintonio LeGrier, 19, a college student home for holiday break, say police violently overreacted to a controllable situation, according to CBS-affiliate WBBM-TV.

.

Both individuals were pronounced dead at hospitals within an hour of being shot, according to the Associated Press.

.

He wasnt just a thug on the street, he was an honor student in college and high school, LeGriers mother, Janet Cooksey, told WBBM-TV. Seven bullets were put in my son. Seven.

.

Eight shots were fired, she added tearfully. One hit an innocent lady who was just opening her door. Something is wrong with this picture.

.

The deaths arrive while the Chicago Police Department is being scrutinized by the Justice Department, which has opened a wide-ranging investigation into whether the departments practices contribute to civil rights violations. The investigation was launched after the release of video last month showing white officer Jason Van Dyke shooting 17-year-old Laquan Macdonald, who was black. The footage led to murder charges for Van Dyke and the resignation of the citys police chief.

The medical examiners office confirmed that Jones and LeGrier were black, but police have not revealed the race of the officer, according to the AP. The statement released by the department said the officers involved will be placed on administrative duties for 30 days while training and fitness for duty requirements can be conducted.

Mayor Rahm Emanuels office released a statement after the shooting as well.

Anytime an officer uses force the public deserves answers, and regardless of the circumstances, we all grieve anytime there is a loss of life in our city, the statement read.

.

All evidence will be shared with the Cook County States Attorneys Office for additional review in the days ahead.

.

Relatives told the Chicago Tribune that the incident began when LeGrier who had suffered from severe mood swings in recent months grew agitated and picked up an aluminum bat while he was in his fathers upstairs apartment. Hoping to defuse the situation, LeGriers father called police.

Michael Lewis "Mike" Webster (March 18, 1952 September 24, 2002) was an American football player who played as a center in the National Football League from 1974 to 1990 with the Pittsburgh Steelers and Kansas City Chiefs. He is a member of the Pro Football Hall of Fame, class of 1997. Nicknamed "Iron Mike", Webster anchored the Steelers' offensive line during much of their run of four Super Bowl victories from 1974 to 1979 and is considered by some as the best center in NFL history.[1]

Webster died at the age of 50 after experiencing dementia. Since his death, he has become a symbol for head injuries in the NFL and the ongoing debate over player safety.[2] His exact cause of death was first announced to be a heart attack by the Steelers' management, but this was later recanted. Webster's cause of death has not been released from the hospital at his family's request. His doctors were of the opinion that multiple concussions during his career damaged his frontal lobe, which caused cognitive dysfunction.

As a neuropathologist, Omalu was especially interested in the brain. Inside Mike Websters brain, hed make a startling discovery: a disease never previously identified in football players. The condition, known as chronic traumatic encephalopathy, or CTE, was the first hard evidence that playing football could cause permanent brain damage. Players with CTE have battled depression, memory loss, and in some cases dementia.

I had to make sure the slides were Mike Websters slides, Omalu told FRONTLINE. I looked again. I saw changes that shouldnt be in a 50-year-old mans brains, and also changes that shouldnt be in a brain that looked normal.

Omalu published his findings, believing NFL officials would want to know more. They didnt. In public, league doctors assailed his research. Omalus conclusions confused the medical literature, they argued. In a rare move, they demanded a retraction.

He was incredibly smart. And to see his brain declining years later was such a sad thing, because he was incredibly smart, and what I've said --
the boys have this gift that they see detail that no one else picks up on, and Mike had that gift.

Like in the line several times he would see somebody flex, move, and he could draw them offsides just by body movement or position or what. He knew it so well. Plus he knew where everything was at the right time, you know, when he was on the line. And if you look for that in old films, you see him noticing something like this, and then turning around to [Terry] Bradshaw and telling him to change the play. I mean, he was a master at the game. I have no more respect for any football player than Mike.

Steelers legendary center Mike Webster was simply not himself after his career ended. He played 17 years in the NFL, some said it was a few years too many, especially the final ones with the Kansas City Chiefs.

Struggles adjusting to life after football is a common issue with former players, and Webster, the last of the four-ring Steelers from the 1970s, had a tougher time than most. Bad investment deals drained his assets and his rising anger and confusion, according to his wife, led to fits of rage.

.

They eventually cost him his marriage. Indirectly, football was his life, and it was what cost him his life.

.

According to a recently published book, "League of Denial: The NFL, Concussions, and the Battle for Truth," the autopsy on Mike Webster, who died at age 50 after a heart attack, revealed chronic traumatic encephalopathy, or CTE. The book's author,

Webster was examined by Allegheny Medical coroner's office pathologist Bennet Omalu, the Nigerian-born discoverer of what is fairly considered one of the most important issues in sports today; CTE.

.

Limiting the medical jargon, when a brain suffers a direct injury, proteins form around the affected area. Those proteins are seen through a microscope as red specs. Healthy brain cells will eventually devour those proteins, but in cases like Webster's, the proteins eventually overwhelm the amount of healthy brain cells available to clear the brain.

Omalu described Webster's brain as one of "boxers, very old people with Alzheimer's disease or someone who had suffered a severe head wound."

The Pittsburgh Post-Gazette first wrote of Websters health and financial problems in 1997. We dug the story out of our library and published it online for the first time. Mike Webster, whose Hall of Fame pro football career was followed by more than a decade of physical and psychological turmoil apparently brought on by repeated blows to the head on the field, died yesterday in a Pittsburgh hospital. He was 50.

.

The cause of death was a heart attack, the Pittsburgh Steelers said. Webster played center for 15 seasons (1974-88) for the Steelers and two seasons (1989-90) for the Kansas City Chiefs. In 1997, he was inducted into the Pro Football Hall of Fame in Canton, Ohio, and in 2000 he was named to the National Football League's all-time team.

Webster was a pivotal player on the standout Steeler teams that captured four Super Bowl championships in the 1970's. He was an undersized 225-pound center at the University of Wisconsin who lingered in the N.F.L. draft until the fifth round, when he was selected by the Steelers. He transformed himself into a 260-pound tough-minded professional, a man known as Iron Mike who played bare-armed in freezing weather and helped set the tone for a Pittsburgh offense that included the future Hall of Famers Terry Bradshaw, Franco Harris, Lynn Swann and John Stallworth.

Of the 22 players who were part of all four Steeler Super Bowl teams, Webster was the last to leave and the first to die.

.

''I couldn't have been the player I was without him,'' Bradshaw said. ''He was so smart, so prepared for everything we would face in a game. We all worked hard, but none as hard as Mike did.''

Chuck Noll, his Steelers coach, said, ''He was very smart, a great technician.''

.

But Webster's transition to post-football life was filled with setbacks. He increasingly lived away from home, sometimes sleeping in his car. His marriage broke up. He lost money in bad investments. He was often reclusive.

"I was simply fulfilling a promise that I made to Mike Webster that ... I would get to the truth," Omalu told "CBS This Morning" in November.

.

Omalu discovered a protein sludge, which was killing the cells associated with mood and emotion.

.

He found an ally in Bailes, a former NFL doctor who is portrayed by Alec Baldwin in "Concussion." In an interview with CBS News, Bailes emphasized that it is the repeated, minor head trauma that occurs regularly in football that appears to lead to CTE, as opposed to the more violent hits that lead to concussions.

.

"We believe that it is from those thousands of repetitive blows to the head, not necessarily from known or diagnosed concussions," Bailes said. "This causes a pretty characteristic picture of breakdown of the major skeleton protein in the brain called TAU. It's accumulation within brain cells, if severe enough, can lead to symptoms that are consistent with dementia."

SANTA MONICA, Calif. Will Smith used to be like any NFL fan, yelling excitedly at the TV with each bone-crushing tackle.

.

That was before his role as Bennet Omalu in Concussion (in theaters Dec. 25). Stepping into the forensic neuropathologist's world to investigate the deadly damage of repeated head blows was eye-opening.

.

We would cheer for the big hits, Smith says. There was a lack of knowledge of what was actually happening. If a dude gets his bell rung, then you dont always know. The damage hides in plain sight.

.

The greater issue is far from hidden today: Omalu's work identifying the progressive degenerative disease called chronic traumatic encephalopathy (CTE) pushed a once-resistant NFL to make changes to protect players, such as adopting sideline concussion-assessment protocol.

Controversy has followed Concussion since September, when leaked Sony e-mails that suggested filmmakers were softening the film to avoid NFL wrath came to light. Director Peter Landesman strongly disagrees with the claim, saying "This movie was never going to pull any punches."

Smith says he's not expecting to be partying with NFL executives during the Super Bowl.

.

There is a raging historical river that is red with the blood of truth tellers. So it is not uncommon to kill the messenger, he says. I dont believe that is going to be the case with this film. But I dont believe (the NFL) will go out of their way to send me an invitation.

You hear about it in news stories and see it in movies: People are struggling to understand what the risk is of a concussion causing long-term brain damage. Their biggest fear is that they will develop , which results in abnormal deposits of proteins in the brain, possibly causing a severe form of early onset dementia. Despite its discovery in 1957 by renowned neurologist Dr. Macdonald Critchley, CTE was only recently defined, diagnostically, by a U.S. National Institutes of Health (NIH)-funded committee, when the members met to in February 2015.

.

Now, with the opening of the movie Concussion, starring Will Smith, which tells the story of Dr. Bennet Omalu, the pathologist who discovered CTE in Mike Webster and several other NFL players, more attention is being paid to the long-term . The movie is an emotional portrayal of patients with CTE, and resulted in a calling for a ban on football, hockey and soccer in children under the age of 18. [ ]

.

But is a ban for children in sports the right answer? The public response that followed Dr. Omalus editorial about an all-out ban has been mixed. Some people have said that they believe that this goes way too far, with potentially negative implications for a childs social and emotional development. Other parents who are fearful of CTE have said that, until we have further information about the exact mechanisms and genetic influences that define a higher-risk profile for developing CTE, it might be safest to put such a ban in place.

.

Can governments legislate risk?

.

There are three reasons why a ban is the wrong answer. First, its impossible to legislate away all adolescent risk-taking behaviors. The adolescent brain is not fully myelinated the nerves have not fully attained their coverings. Rather than sending signals through relatively few established pathways, as it does in adults, the brain tries multiple pathways. Thus, the adolescent brain has high synaptic plasticity (the ability to change direction) and is wildly creative, relative to the more inhibited, fully myelinated and degenerating adult brain.

.

Legislation wont change this biological fact: Children are more impulsive, less restrained and more inclined to take risks. : In tackle football, there are about 10 deaths per million participants per year (not all due to brain trauma), but it is still less risky than equestrian sports (20 deaths per million per year) and skiing, snowboarding, skateboarding or bicycling (each with 10 to 15 deaths per million per year).

.

Losing more than game play

.

The second reason not to eliminate tackle football is that its not entirely clear that eliminating all risk-taking behaviors from childhood is in the interest of our society.

.

When theyre playing football, children learn to assess risk based not only on their own capabilities, but also on the capabilities of their teammates, who are there to protect the other members of the team and work for everyones interests. This capacity for rapid risk assessment and plan execution, and the reliance on teamwork and the assessment of evolving challenges may serve our children well in their later professional lives.

.

Without the experience of some risk in childhood, we might not have adults who engage in risk-taking behaviors like astronauts, explorers, entrepreneurs, fire rescue personnel or surgeons, for example. In our book, The Football Decision, we surveyed neurosurgical department chairs and brain injury experts, and found that they are at least 16 times more likely than typical undergraduates to have played sports in college. They are 1.5 times more likely than the average American to have sustained a concussion. And, 83 percent of neurosurgeons would allow their own children to play sports.

Clearly, we do not yet understand all the risks and benefits of sports.

RENO, NV - Police have surrounded an apartment house on Evans Avenue. Responding to a neighborhood dispute, they've evacuated other residents, but there's an armed man standing outside. They want him to go back inside and pick up the phone.

.

The man on the other end of that call will be Reno Police Officer Travis Warren, a trained negotiator and a member of the Mobile Outreach Safety or MOST Team. His aim is a peaceful resolution to what could be a violent situation, and that begins, he says, with listening.

.

"Something has put them in a situation where they feel like they have no other option," says Warren. "So listening, asking open-ended questions, leads to understanding and then it can work toward a peaceful resolution."

.

Warren has a head start in this case. The MOST team has had contact with 67-year-old Graham Bishop before.

.

"It helps to build rapport. The person doesn't necessarily have to repeat their story which sometimes leads to frustration."

.

The MOST team consists of Warren and three social workers. They respond to situations like this anywhere in the county, but most of their work is finding, reaching out to troubled people, getting them help before it reaches this point.

ASHLAND, Miss. (AP) Instead of doing some last-minute shopping or wrapping gifts, families across the South spent Christmas Eve taking stock of their losses after an unusual outbreak of December tornadoes and other violent weather killed at least 14 people and damaged or destroyed dozens of homes.

"Santa brought us a good one, didn't he?" Bobby Watkins said as he and his wife took a walk amid the destruction in rural Benton County, Mississippi, where four people including a married couple and two neighbors on the same street were confirmed dead and their homes destroyed. "I may have lost some stuff, but I got my life."

.

Unseasonably warm weather Wednesday helped spawn twisters from Arkansas to Michigan. The line of springlike storms continued marching east Thursday, dumping torrential rain that flooded roads in Alabama and caused a mudslide in the mountains of Georgia.

.

Authorities confirmed seven deaths in Mississippi, including that of a 7-year-old boy who was in a car that was swept up and tossed by a storm.

.

Six more died in Tennessee. One person was killed in Arkansas.
Dozens more were injured, some seriously, said Greg Flynn, spokesman for the Mississippi Emergency Management Agency.

.

Search teams combed damaged homes and businesses for people still missing, including at least one man in hard-hit Benton County. The hunt was made complicated because so many had left for the holidays.

.

"Until they know for sure where those folks are, they're going to keep looking, because we've had in some cases houses leveled, and they're just not there anymore," Flynn said.

.

In Linden, Tennessee, Tony Goodwin ducked into a storm shelter with seven others as the storm passed. He emerged to find his house had been knocked off its foundation and down the hill.

He managed to climb inside and fetch some Christmas gifts that had been under his tree. Goodwin's neighbors weren't so fortunate. Two people in one home were killed.

Last week, Dalene Bowden, a food service worker at Irving Middle School, was placed on leave after she gave a free hot lunch to a 12-year-old girl who said she was hungry and didnt have any money.

Bowden has now received a registered letter from the Pocatello/Chubbuck School District informing her that she has been fired.

.

The brief, one-page letter was signed by District 25 Director of Human Resources Susan Petit. It states that Bowden was dismissed due to her theft of school district property and inaccurate transactions when ordering, receiving and serving food.
.

Bowdens story garnered hundreds of comments on social media and an online petition was launched Saturday demanding that Bowden be reinstated as a lunch lady at Irving.

.

Bowden said she offered to pay for the $1.70 lunch, but her supervisor rejected her offer. And she was placed on termination leave last Tuesday pending a meeting with the District 25 School Board.

.

District School Board member Jacob Gertsch declined to comment on Bowdens termination Monday, calling it a personnel matter. And administrators could not be reached.

.

This is just breaking my heart, Bowden said. And they couldnt even bother to put my check in with the letter.

.

The letter states that Bowden will be paid within 10 days.

.

Raushelle Guzman, of Pocatello, started an online petition hoping to convince the district to rehire Bowden. As of Monday, more than 1,800 people had signed the online petition.

Guzman said she doesnt know Bowden, but she does have two children who attend District 25 schools.

.

I think (Bowden) did the right thing and I think we need to make sure that every child that wants lunch can have lunch, Guzman said. I think the districts policy needs to be changed. We do not need to humiliate or demean any child or worker in that situation. Students must be provided with an adequate meal.

Raising eyebrows is one Idaho schools decision to fire a lunch lady, after the cafeteria worker, Dalene Bowden gave away a hot meal to a hungry child who didnt have any money. A theft that cost the school less than $2.

Despite offering to pay the district the $1.70 lunch shed given away, officials at Pocatellos Irving Middle School insisted their decision to let go of Bowden would stay firm.

Told the former lunch lady via Idaho State Journal of her dismissal just days before Christmas: I know I screwed up, but what are you supposed to do when the kid tells you that theyre hungry and they dont have any money?

Responding to the fracas, the human resource director of the Pocatello/Chubbuck School District sent Bowden a letter informing her she was being dismissed for theft of school property and inaccurate lunchroom transactions.

.

Bowden said she was serving up lunch last week when a 12-year-old girl told her she was hungry, but couldnt pay for a meal. The cafeteria worker loaded up the students tray with food, and told the girl they would figure out payment later.

Her supervisor saw what happened, and Bowden offered to pay for the meal herself. But her bosses rejected the offer and placed her on immediate leave instead, she said.

Days later, an official letter of termination came from the district.

WE NEED CHANGE! In Idaho's Pocatello/Chubbuck School District 25, a kitchen worker has been put on unpaid leave and might lose her job because she gave a child a "free" lunch (equivalent to $1.70). Even after volunteering to pay for the hungry student's lunch with her own money, kitchen worker Dalene Bowden could be fired!

After the incident, it was revealed that the child's account was not even over the $11.00 overdraft balance limit and was then charged for that lunch. Here's an updated story.

.

Per policy of the school district, if a child's balance exceeds the $11.00 overdraft limit, the lunch is taken away and thrown out in front of the child and his/her peers, humiliating the child and making it hard on the kitchen aids to follow this policy. Who would want to deny a child food (perhaps that child's only meal)?

.

This situation could be handled in so many more compassionate ways:
They could allow the child to work in the kitchen or cleaning/ wiping down tables in the cafeteria or possibly staying after games to pick up trash in order to earn their lunch if their balance is exceeded. We do not need to humiliate or demean any child or worker in the situation. Students must be provided with an adequate meal.

This kitchen aid deserves to keep her job! Lunch room policies should prioritize kindness and making sure kids recieve a nutritious lunch so they can be ready to learn. The policy is wrong! We need to change the policy or change the people making them!

One local lunch lady is out of a job after School District 25 fired her for giving a middle school student a free meal. There has been an uproar on social media about the incident, and many community members are not happy. Dalene Bowden has worked as a lunch lady for three years. She says, this school year alone between 80 to 100 kids have told her theyre starving, adding that she does not regret what she did for that little girl. Bowden says, "My heart hurts. I truly loved my job, and I can't say that I wouldn't do it again."

Its been a week since Bowden lost her job at Irving Middle School. When speaking to KPVI she can barely form words when describing what led to her dismissal. KPVI News Reporter Magdala Louissaint asked, 'Why did you do it? You said you loved your job?" Bowden said, Because they're hungry what do you do? Send them out there so they can get it taken away and thrown away, no!"

Last Tuesday, December 15, 2015, Bowden was working as a server when a 12-year-old girl told her she didnt have any lunch money and was hungry. Bowden tells us what she did, "So I handed her the food and said here we'll take care of it in a minute." Bowdens supervisor saw what happened and reported her, "He said I was on permanent leave until he called me. I should not call them he will call me. And they never called me... then I got the letter."

Signed and written by School District 25 Director of Human Resources, in that letter, Bowden was terminated for Theft. "I think it's ridiculous, said Dean Molder. Other residents in Pocatello do not agree with the school districts decision. Justin Huse said, That's absurd. That's a ridiculous reason to fire somebody." Jennifer Otte said, "I understand rules, but not when a child is hungry."

A cafeteria worker was unceremoniously fired for giving a 12-year-old child a hot meal when she didnt have any money for food. The employee, Dalene Bowden, had intended to pay for the meal herself, but her supervisor witnessed the incident and reported her. She was immediately put on leave for theft, then sent a termination letter soon after.

There are millions of children in the U.S. who go hungry on a regular basis because of widespread poverty and the fact that nutrition assistance programs arent adequately funded. Kids go into the cafeteria at school every day having to watch everyone else eat while theyre denied a decent meal. Then theyre unable to focus properly focus on schoolwork due to the hunger. Anyone who takes pity on one of these kids and reaches into their own pockets to provide them with something so basic as food should be rewarded, not fired.

The fact that this school even has a policy that would result in this woman being fired for giving food to a hungry child is a disgrace. Ms. Bowden is a fantastic employee with a big heart who had never even been written up in her three years working for the school. A school cafeteria worker at Irving Middle School in Pocatello, Idaho was fired after giving a 12-year-old student a free lunch. The cafeteria worker, Darlene Bowden, said the girl was hungry but didnt have any money to purchase the $1.70 lunch.

According to EastIdahoNews.com, Bowden was dismissed due to her theft of school district property and inaccurate transactions when ordering, receiving and serving food. Bowden offered to pay the school back for the lunch but her supervisor would not take it. She said she will take legal action now that the school has accused her of theft.

.

The school board would not respond to EastIdahoNews.coms requests for more information on the decision, saying it was a personnel matter. Irving Middle School administrators did not respond to requests for comment from the publication. ThinkProgress reached out to the school district, but received a message that the school was closed for winter break.

.

Bowden and Shelley Allen, a spokesperson for the school, have conflicting accounts of what the school does when students reach their $11 credit limit for lunch. Although Shelley Allen said students who reach the credit limit receive a meal, such as peanut butter and jelly sandwich and milk, Bowden told EastIdahoNews.com that workers are supposed to take a childs tray away and throw their meal in the trash if they exceed the limit.

Bowden created a GoFundMe page to get a lawyer, writing, I love my job, I really do,This just breaks my heart, and I was in the wrong, but what do you do when the kid tells you that theyre hungry, and they dont have any money? I handed her the tray.

She has received $845 out of the $20,000 she hopes to raise.

A similar incident happened last June when a Della Curry, a kitchen manager for an elementary school in Aurora, Colorado, lost her job after giving students free lunches. The district would give students hot meals and charge a parents account if the child forgot lunch money three times. But if a child forgot their money a fourth time, their usual meal would be thrown away and they would have to eat a single slice of cheese on a hamburger bun with a milk instead of a regular meal. Curry told ABC News, Its not nutrition. Its not healthy Its wrong on so many levels, and I hated to see food go to waste. I hated to see food thrown away that couldve been given to these children that are hungry.

According to the U.S. Department of Agriculture, 21 million low-income children rely on free or reduced-price school lunches for their nutritional needs on an average school day. Three out of five teachers teaching students in grades three through eight said they regularly see students come to school hungry, according to the nonprofit organization No Kid Hungry, which advocates for ending child hunger nationwide. Hunger also affects childrens cognitive and social development. Free breakfast can mean a bump in students academic success and a decrease in the number of absences they have from school.

While we both operate in the same community, the district and City government are two separate entities in Pocatello.
