as Romain said: when LotW team make RDA available in TQSL and display it in LotW, it will be mandatory.
So treat it as exception based on tradition. I have not looked at it, but I guess

QSL cards must indicate RDA.
HQSL card must indicate RDA.
LotW, for some reason, are accepted withoud RDA: RDA is taken from cfmrda database.
Roman explained this few times.
E-qsl etc is not

The "problem" is only QSL card (paper one) or Hamlog.online QSL i.e HQSL card from Russian stations are accepted if the RDA is indicated. I can understand that because how can you

Note, I am not talking about getting RDA credit from QRZ.com just that they have a space in detail page for Russian amateurs to put their RDA number.

Are you also working with QRZ.com to allow an operator to input their RDA number in the "detail" tab much like grid, county and IOTA number are included? QRZ.ru is very good at having RDA numbers

I checked the HQSL I sent to review, only two of them are their grid square, so for me, it must be enough to accept them to validate a corresponding RDA !
