The fact it may have been an untendered contract has no bearing on the end product. The navy had to approve the design before steel was cut. And the ship were not constructed in Montreal. In fact  Kingston was built at Halifax Ships. Do you know who owns Halifax Ships?

A more or less useless class of vessel. "Coastal Defence" indeed - with a couple of 12.7 mm machine guns,these things couldn;t defend themselves from an angry Dartmouth ferr1 What a farce of a ship.
