HB 3115 (2:10 - 2:20 pm) Provides that local law regulating sitting, lying, sleeping or keeping warm and dry outdoors on public property that is open to public must be objectively reasonable as to time, place and manner with regards to persons experiencing homelessness.


  • Public Hearing

    • HB 2297(1:05 - 1:25 pm) Defines term "actional benefit." Expands bribery crimes to include when person offers, confers or agrees to confer, or solicits, accepts or agrees to accept, actional benefit for specified purposes.

    • HB 2825(1:25 - 1:45 pm) Requires sentencing court to consider as mitigation evidence defendant was subjected to domestic abuse that was significant factor in criminal behavior.

    • HB 3035(1:45 - 1:55 pm) Directs Department of Corrections and local correctional facilities to assess and address health care needs of persons in custody upon intake.
      Please Note: HB 3035 is scheduled solely for the purpose of taking testimony from persons originally signed up to testify in the Public Hearing held on 3/9/21.

    • HB 3112(1:55 - 2:10 pm) Establishes Cannabis Equity Board within office of Governor to provide equity oversight of cannabis industry in this state.
      Please Note: HB 3112 is scheduled solely for the purpose of taking testimony from persons originally signed up to testify in the Public Hearing held on 3/11/21.

    • HB 3115(2:10 - 2:20 pm) Provides that local law regulating sitting, lying, sleeping or keeping warm and dry outdoors on public property that is open to public must be objectively reasonable as to time, place and manner with regards to persons experiencing homelessness.

  • Work Session

    • HB 2543Prohibits transfer of firearm by gun dealer or private party if Department of State Police is unable to determine whether recipient is qualified to receive firearm.

    • HB 2986Requires Board on Public Safety Standards and Training to ensure that police officers and certified reserve officers are trained to investigate, identify and report crimes motivated by prejudice based on perceived gender of victim.

    • HB 3115Provides that local law regulating sitting, lying, sleeping or keeping warm and dry outdoors on public property that is open to public must be objectively reasonable as to time, place and manner with regards to persons experiencing homelessness.

    • HB 3041Removes "gender identity" from definition of "sexual orientation" in ORS 174.100 and creates standalone definition of "gender identity" in ORS 174.100.

    • HB 3164Modifies crime of interfering with a peace officer or parole and probation officer.
