I've got an eagle board (in rev 4.16) that I can't make.

Setting up for turbo cnc, and most of the other values at default, I
run pcb-gcode and while the board turns red, I get an error

"illegal phase 0 in main routine"

I've downloaded the latest version of pcb-gcode, so that probably
isn't it. It's a two layer board done in the freeware version. Very
densely packed, as far as traces are concerned, but perhaps not too
bad. All I'm interested in to start with is the drilling for the
parts, about 300 some holes.
