My preference for such applications is to wood the area in question, then apply several coats of Daly's Seafin Teak Oil. Which is an oil/varnish hybrid goop. Think spar varnish with a high % of oils

It does sound like that's the way my uncle Bob would do it.
I like the concept of a penetrating sealant that will stabilize the wood.

Good point Rich, the #1 is what one would use for soles, and a nice warm afternoon in the shade, letting each coat sink in, in this case more is better and then, well Bob will be your mother's

I second Deks Ole #1, the penetrating aspect of the 1 and 2 finish. The 2 finish is shinier but easily scuffed so just fill the wood with #1, coat on coat for about six or eight coats until the wood

If you can get all the varnish off, I'd go with epoxy, then varnish. That's what's on the inside of my kayak where there is no glass, and on the floorboards of my Adirondack Guideboat. The epoxy

you might look into something like Owatrol Deks Olje, I have used it on a number of boat soles, etc. and been very pleased, not slippery and easy to keep up.

the varnish in the floor is crazed and splitting but the wood is good, I'm scraping and sanding it back so new
