There is only one Palmerston and that is in Otago. You are correct as to the location. Well done. Original attached. The rails on the left went to the goods shed at the south end of the yard west side of the main before it was relocated to its present position about 1980.

Got a spare $billion? I'm afraid that's the likely ball park cost of a rail service as a 2nd line would need to be reinstalled so there's

1) Earthworks
2) New Stations
3) Signalling
4) Tunnel lowering as I think that the lines were slewed in the middle when Maxi containers were introduced
5) Blanket Bay 2nd line now a bikeway (major political battle)
6) Say rolling stock...

So it's hard to see anything happening but good that they're least considering it

While Wairoa awaits the resumption of a logging freight service from Wairoa to Napier Port, a groundswell of interest is revisiting the damaged line between Wairoa and Gisborne
has gained media attention.
The once busy Turanga ki Wairoa, Gisborne to Wairoa rail was mothballed by KiwiRail in December 2012 following a series of washouts following heavy rain and culvert damage in
the Beach Loop area, that autumn.
Wairoa post-settlement governance entity Tatau Tatau o Te Wairoa Trust chairman Leon Symes said they were watching developments and had previously met with BERL (Business
and Economic Research Ltd) to add a Tatau Tatau perspective along with a number of other Wairoa-based entities.
"We have had no further engagement from any organization including including central government, KiwiRail, or Trust Tairawhiti. Since a large percentage of this line resides within
our area of interest, we are quite keen to be involved in any discussion around its future potential use, whether that is to reinstate the line - which will need to be a unique arrangement
outside the current assumptions on who should lead that work - if it is to remain as a railway service."
