But that is the problem, they don’t want to be treated as electric bikes, they are trying for the deal that electric bike owners wanted but didn’t get. The main problem with any bike is it’s size but you need that size to have all the bits that the law demands. Scooters have little braking ability, no pedals so there is little assist (and throttles are illegal on ebikes in Europe, but not in England), no bell or lights. Ebikes weigh about 25 kilos and all that weight is needed for safety. This despite that top bike riders exert far more power that an ordinary rider plus the 250 extra horse power from an ebike motor (hope my number is correct, memory problems). I no longer carry my 2 ebikes on my motorhome because I found that I was permanently overloaded.
And to answer Peter’s question, they are making a meal out of it because if they get what they are after then some people are going to make a lot of money out of it (until people start getting killed and their relatives start suing the government for legalising them).

The EU regs on bikes are the same as U.K. Max speed 25 kph (15mph) except for Germany have a faster one but it has to have insurance and a licence. In UK bikes are NOT allowed on most pavements. But many people cheat just like road speed disabled scooters often cheat and go on the pavement. The main difference is not the speed or going on pavements but the fact that the escooters are far more dangerous than bikes. And it is fairly obvious that most riders of them seem to totally disregard the laws. I ride an electric bike but I wouldn’t go on a main road on one of those scooters.

Hi Don,
Two years ago after a health scare!! my medical insurance rocketed, wife also had a minor matter that also needed to be notified to the insurer. At first I went down the route of joint insurance for us as I had normally done. However I also looked at individual policies and found to my surprise it was considerable cheaper to take out 2 individual policy with 2 different Insurers, I am talking £180 difference. My policy for 90 days in Spain with heart issues was £110 my wife's £90. Had I taken the joint insurance it was £480.
The other strange thing was both Insurers, I went with Get Going Insurance my Wife with Puffin Insurance were both underwritten by the same German company Union Reiseversicherung AG, UK sadly when I looked for last years winter trip neither were now doing 90 day insurance.
I suppose what I'm saying is, as you probably know, it pays to shop around but also to consider individual policies as well as joint.
