Yes, not surprising. 

But one of the reasons is that without working-class, grassroots, and Black membership institutions of mobilization, education, and advocacy the occasion for demonstration and protest will pass and people will be left unorganized. Such institutions could be a party, a labor union, or and educational group, but they need to exist in order to grow. Protests are not enough.
