Because abstractions don't start or instantiate anything.  Hence the Marxist method that moves from abstract concept to concrete fact so as to relate the fact to the concept in thought, a relation that may also transform, alter, the original abstract concept.

For example, to begin, if no country started the war, there could be no war.  So it does matter that country starts a war.  

Next question follows:  Why would a particular country initiate the war?  Why did not another country start the war?
