The touch cursor is much more useful on current versions of Windows 10 regardless of whether a touch screen is being used. For many windows dialogs (such as Windows Defender or Windows Update)

Yes,
Shift jaws key ; will start the touch curser
To get out of touch curser then press p c curser or jaws curser to tet out of touch curser.

Actually, George, shift+the PC cursor key starts the touch cursor. I’m sure you knew that and responded on auto pilot, as almost all of us have been known to do from time to time.

I know how to get into touch cursor mode, but how does one use it as though one were using a touch screen.

I think that Mike's recent post of all the cursor functions went on to describe the uses of the touch cursor as well.
