It works off the same authorization/license as your base license. I believe that there is something that needs to be loaded on the VDI as well. When signing on to the VDI, JAWS licensing is authenticated. It does not always work cleanly. I sometimes have to sign off of my main laptop session and back on again before connecting to the VDI. This usually resets what the issue is and I get connected successfully with JAWS active on the VDI. Good luck!
