Steve The 3.3 volts out should (I think) go to a relay driver as the 3.3 should not directly activate the relay. First I would do a complete reset (If possible) and see if that makes a difference and

I assume that the start was the click - click problem that is usually a short in the control head taking out the 8 volt from the main board. After that was resolved I again assume that you had the 8 v

Ic7000 no power on
R-2011 (4.7 ohm) feeds IC2001 a TA7808F 8 volt regulator and develops the U8V power line to the connect unit and faceplate. That 4.7 ohm resistor is more or less a fuse for the line.

There is not a driver for your ic7000! There is a driver for the USB cable you are using to convert to the RS232. The CABLE not the IC7000. The IC7000 has no driver as there is no USB converter in it.
