If you get 100% RF power on all other HF bands except 160m, I would say
your SWR power meter is not rated for 160m operation or is malfunctioning
on that band. I had a similar situation happen to me

is there a difference in the amp tuning process you are using between the two
exciters ?. at the very least at 90watts input you should be getting very similar
RF output power.
