If the lever is fully clockwise (at the bottom of its travel), the tuning knob should spin freely. Ensure that the lever is not fouling the tuning knob (not in its notch properly) or that the rubber cover on the knob is not displaced (fitted incorrectly). The rubber cover is effectively a "tyre" fitted over the knob and may have been fitted incorrectly.

Is there a way to "further" adjust the tuning knob brake? I have that pesky little lever all the way down and it is still a little tight.
