Could it possibly have been a tape used to scare away unwanted birds (pigeons, starlings, etc.)? They use such a tape at the Port of Albany at the transfer station to do the trick. I don't know

I went to Black Creek Marsh this morning between 6:30 and 8:00 a.m. Not a lot of variety, yet, but I had the following birds (42 species):
