After much back and forth it turns out that the root cause of his problem was a failure of his SSD which was replaced and Windows re-installed, Logger32 re-installed. Backup files and logs copied.

After the exchanges you saw on the reflector we went off line and I asked him to double check his AUC settings and double check his anti-virus exceptions list.

Then he replied (in part) ... and now back up and running
