It is rumored that the new specification will be released in a week or so. The new spec adds the PRC to the list of Countries that have ADIF defined Primary Subdivisions. If you're interested, find the file ADIFCountriesWithPrimarySubdivisions.txt and edit it with Notepad. Add this line
Also, Spanish Secondary Subdivision DMEs are now supported. If this is of interest, find the file ADIFCountriesWithSecondarySubdivisions.txt and edit it with Notepad. Add this line
I don't know if anyone has entered the complete list of Chinese STATEs or the Spanish DMEs, but before you ask, No, I'm not going to do it.
In addition to these changes there is the usual alphabet soup of exotic new Modes and Sub Modes. Add/modify whatever you want.

For those interested in Worked All Britain (WAB) Collecting. Namely the Databases that have been uploaded into this group's Files area. The 7 countries of the UK have to be added to the file 'ADIFCountriesWithPrimarySubdivisions.txt'. England 223, Northern Ireland 265, Scotland 279, Wales 294, Isle of Man 114, Jersey 122 and Guernsey 106. Ireland (Eire is already there)
I have also added them to the File 'ADIFCountriesWithSecondarySubdivisions' in my Logger32 file, although I'm not sure if it's necessary.
I will post a copy of my files into the file with the country's databases.

Update file list for 4.0.293 had the ADIFCountriesWithSecondarySubdivisions.txt file dated 23 Sep 2021 and it had this list of countries which is missing some showing in your list where you add Spain

I see that many of the recent UpdateFiles folders contain a Secondary Subdivision txt file. Do my updates get over written by any Primary or Secondary Subdivision files in the "UpdateFiles for Ver 4.0.xxx" folder when I upgrade or is my choice to look for these files and load them?
By the way in researching this I laughed at seeing "Far Away", "Very Far Away", "Very Very Far Away" and I'm sure you will remember this. Maybe that huge list of Secondary Subdivisions will get written up by someone one day - quizas.

Because many users have customized the ADIFCountriesWithPrimarySubsivisions.txt and ADIFCountriesWithSecondarySubdivisions.txt files, the are no linger included in the auto-updates. So, rolling back to a recent auto-update will not overwrite you files. Rolling back to an old auto-update that has these files will overwrite the files. SeventyThree(s).
