I think the reason it won’t work under the ‘setup help file’ menu is that it insists on adding the HTTP:// to the local address. file:///c:/{path}/:filename.pdf} ought to work, but when you put that in it turns into HTTP://file:///c:/{path}/:filename.pdf}

I could not get the Help URL to redirect to a local file on my system.
So, I have set up one of the "utility program" options in Logger32 like so:
To open local Help PDF using Edge browser:
