It performs exactly the same from a cold computer start with NO other programs open.

This has been a problem over the years, BUT . . . . . . In every case at my QTH, it was WinDoze or another WinDoze program running or downloading something in the background.  Seems many are always willing to blame a current program for a WinDoze issue.
