It may be worth exploring the ‘Scale’ option in your Windows Display settings. I have the toolbar size set to ‘Big’ and the icons are too small unless I set Scale to 125%.

Apologies for only joining this thread now.
I have a similar problem to Sue, tiny toolbar buttons, even when set to 'Big'.
I have a laptop with a UHD screen and using the Windows recommended setting, 3840x2160, gives the situation that Sue described. I could use Windows Magnifier but I only really need that for the buttons. I have come to the conclusion that when I'm using FH it is 'easier' to set the screen resolution to 1920x1080 (one operation) and then resetting when I have finished (one operation), rather than opening and closing Magnifier every time I want to use a toolbar button.
I should perhaps mention that doing that means I only need the 'Medium' setting for Toolbar
