The small Projects can be deleted by selecting one at a time and using the More Tasks > Delete Project option.
The duplicate names are due to OneDrive sync problems and that is why they have your

I you want to flag all the records in a project is to View>Standard Query>All Individuals then use the Gear Wheel options icon to Set Flag on all row records

I’m not entirely sure but I think you can do it by adding everyone to a list and then adding a flag to everyone on that list.

If you can see the Census fact in the Facts tab then select it and click the Show Media image button in the centre of the toolbar below.
