Additional improvements to Cherokee. Adjusted the core pitch range to fix an issue with 'g' vs 'd' and increased the pitch range and have the starting and stopping points on the pitch contours much closer to my reference document.

TODO: devoiced vowels TODO: wh/hw, yh/yh TODO: Add Eastern Cherokee variant. (s->sh, dZ->tZ, etc.)

The patch keeps most of the complexity outside of espeak-ng. As an example the MusicXML parsing is not done by espeak-ng but by Sinsy. Sinsy will then invoke espeak-ng for each note with a parameters that set the frequency and the note velocity. In the last step an external NU-MBROLA instance will change the length of the phrase.
