In general, installation part of building i.e. sudo make instal... should be done as root user. All building steps before that should be done with standard user and properly set ESPEAK_DATA_PATH and LD_LIBRARY_PATH environment variables. I suspect, doing everything with sudo ... doesn't have them set up.
