Hum... apart from, perhaps, Bosnian it seems to me that it would be possible to enable/disable languages in automake. That's not going to help Windows users but it would allow an explicit language list (in the sense of a list of %_dict % values) to be specified and then maybe allow cpp defines to reduce the size of translate.c, though that is more difficult.

You are absoulutely correct. Most users don't need the the language compilation code since it's only used once for installation. Based on the sizes of object files looks like all other changes would be almost meaningless compared to it. It could be configurable or even separated to a different binary.
