Does Espeak now offer Flemmigh too or Dutch Belgium?

eSpeak NG has support for Dutch.

If you want, you can add Flemish as a new language, or reuse and 
redefine settings for Dutch.

I can create initial configuration files, but actual rules are up to
you, because I can't even find necessary information about Flemish in
wikipedia or omniglot.
