The and pronunciation has a $pause annotation. It looks like espeak is using some heuristics on when to add a pause (_:_) or not. When it adds the pause, it does not detect the following vowel and does not add the linking r.

Regarding the use of 3, there are already ambiguous transcriptions (e.g. tS as the affticate, or a t followed by S). It is based on the X-SAMPA 3 (or more accurately, the 3` phoneme).

Ideally, I would like to remove alternate/variant phonemes, and use queryable flags instead.
