Get espeak-ng 1.50.
Though because of the installer currently not including all new languages you might have not all that many more.

Hey folks... in Ubuntu i have a zillion files in /etc/speech-dispatcher and downwards... I can't tell how the default voice is getting set. I want to change it to "robert". The default voice on my system sounds like MALE3/en-d , but I've tried replacing "en-d" for "robert" in the espeak-generic.conf and it's not changing the default. Can anyone help me?

I am writing to inform you the Mbrola.dll is also now available for windows as an open-source tool. Please see below post: https://github.com/numediart/MBROLA/issues/12#issuecomment-600159735 where it linked to a fork of Mbrola which released both x86 and x64 versions of dll. https://github.com/thiekus/MBROLA I think copying Mbrola.dll in the setup of espeak to the windows folder will facilitate the process of installing Mbrola's voice for users. Especially now that the Mbrola old website which was available at "http://www.tcts.fpms.ac.be/synthesis/" and had the Mbrola dll is down. Moreover, this new release of Mbrola dll may fix the issue discussed previously: https://github.com/rhdunn/espeak/issues/103#issuecomment-305101858 Furthermore, I think the documentation of espeak for installing Mbrola voices is outdated. I am currently looking at all the ESpeak-NG variant files in
C:\Program Files (x86)\NVDA\synthDrivers\espeak-ng-data\voices\!v. I
was hoping to dip my feet in editing and improving ESpeak-NG variants
in the coming days, and see what I might be able to come up with.

If you have installed MBROLA engine and some of MBROLA voices, then you can use them.
