Yes, the dictionary format is the same.
Currently, espeakedit needs a patch to be able to work with espeak-ng.
If you have built espeak-ng locally, you can run:
make af
to build the Afrikaans

I do not have instaled this port now, but when I tried it, they popped up, when the main user interface of the app was opened.
