Follow adding language guide and stupidly make language file in subfolder of the same name e.g. espeak-ng-data/qu/qu for Quechuan language. Spend day wondering why qu_dict is not created and output shows:

Not counting problem between chair and keybord, problem is somewhere in LoadVoice() in voices.c file.
