Nokia 4.2 Android 9 issue

We bought a Nokia 4.2 and have had such a hard time setting it up. Nokia technical support is basically useless (online chat only and they can't seem to find the most basic things).

We are with Lucky Mobile and this new phone won't connect for data. My thought is it's the APN settings. However, when going into Settings and getting to APNs, there is NO way to add APNs. There are none listed and the error I get is "Access Point Names not available for this user." Lucky Mobile support says there should be a "+" sign to add them. There isn't. They say it must be a hardware issue. Nokia technical support can't even get that far.

This phone is still fairly new to the market. I don't know if that has anything to do with the lack of knowledge on this phone. Could this be an Android 9 bug?

There's got to be a way to adjust APN settings. Does this ring a bell with anyone?

Any help greatly appreciated!
