Anyway, in your last example I'm not sure the flag is particularly critical as i doubt the flag state surveyors ever have visited the ship.
Most flag states delegate to the class nowadays, and the top 10 classification societies is pretty good to delegate the responsibility for radio surveys to service suppliers who actually should have full knowledge of ITU-RR and all relevant ITU recommendations, which of course is impossible.
Gone are the days when the radio surveyor stepped onboard and requested the radio officer onboard to use the equipment and actually show the competence.

Another thing to keep in mind is that we are looking at raw messages that automatically may be rejected after decoding by other ships. I know that some messages never gets thru to other stations, but i do not know which messages as there are a plethora of equipment and ITU revisions.
Therefore I tend to see some messages simply as wrong dials or bad packets.

A wet dream would be to have YaDD to control the settings of a second receiver, and actually listen if anyone speaks after an all ships or individual J3E TP call or if it's dead silence.
