Good morning,
as this is still going on...
Probably the right authority to notify would be the German "Bundesnetzagentur", as the vessel ist registered there:

I wouldn't like to contact them myself because of "regulatory issues".
Probably power-cycling of the DSC-controller would be sufficient...

I confirm all your comments, but rightly, as observed, no station or ship has attempted to report the error also by radio or other means.

218813000 still wending it's merry way down the Channel and transmitting  every 5 mins the same message...on all mf/hf channels(?) and causing general mayhem to DSC monitoring

What amazes me most are the fact than not one coast statation (zero), seems to even have tried to cantact the vessel on the appriopriate frequencies by DSC!

Thanks for  your  confirmation. This ship is getting me crazy. I switched off all receivers last night . I switched on right now  and  again and  again this  ship.  
The fact that is disturbing my  fun  is nothing, but this  guy is disturbing all  DSC marine bands and possible distress messages. I am asking myself if there is not a way to inform them about what they are doing.

Same continuous msgs here and on many channels.. Marinetraffic shows it  as sailing from Ostende to Ferrol ESP - presently off SE coast England...

I've to report the presence of  this ship , transmitting  without  end on many  frequency,  2187.5, 4207.5, 8414.5, 12577 since last night .
I counted more than 200 messages to COAST,001726668, UNID.
I think is out of control and of  course affecting negatively the possibility to catch other messages. I think you got the same. Ship is travelling from Antwerp to Spain and is in the Channel in front of  Hastings  right now.
Let's hope  is  stopping soon  .......
