Interesting!

Although there are lots of errors, the parts you captured are compelling!

Looking at the published information for Valparaiso

it appears that 2738.0kHz and 4357.0 are both MSI and Public Correspondence frequencies for that station. Seems a bit unlikely to get errors in the message parts, and still end up with acceptable frequencies used by the station in question.

Sadly the signal seems to have faded away part way through and there's no sign of the sent ECC characters. I'd calculate the likely ECC to be "240" from the basic message symbols:

116 108 000 072 051 086 000 109 126 004 035 070 002 073 080 127

You got most of this okay.

I'd be >80% sure it's genuine, and if you manage to get confirmation from them it would be a marvelous catch!
