The abbreviation PVA is used for both poly vinyl alcohol and poly vinyl acetate. It’s doubtful that the acetate would make a wetting agent but the alcohol might be useful

I am using Photo-Flo as a surfactant for Hahnemühle Platinum Rag paper. I have also used Tween 20. Check the prices on the two.
I don’t use it on Cot 320.

You also have Kodak's Photoflo 200

The only two I use are Tween 20, which is a non-ionic detergent, and glycerol (aka glycerine) which is a humectant or wetting agent. I use each at c. 0.3% v/v. Each paper has to tested

In US sodium Chlorate is available as a herbicide and others sources. 12% (40 volume) H2O2 is available at Beauty Supply shops, and 27% H2O2 is available at Swimming Pool supply stores.

Non-dichromate restrainers for Cuprotype
Photo is comparison of restrainers. 0= none, H2O2 = 12% hydrogen peroxide, S2O8 = 40% sodium persulfate, ClO3 = 25% sodium Chlorate, and AD= 25% ammonium dichromate. 1 drop of each in 2 ml
