Problem Making an ISO from WAV with Ultra-ISO

I have two folders of WAV-format files, signed 16-bit, 44.1khz. One folder I can use to make the ISO image--it's actually a pair of files, one .BIN, one .CUE--the other folder, Ultra-ISO says the files are neither WAV nor MP3. But they are real WAV files. Every program I've used to play or test them tells me so. What could be different about these two folders full of supposed WAV files that Ultra-ISO is looking at and complaining about? And if Ultra-ISO isn't the best tool for the job, what is?
