Spyserver under Raspberry Pi 3.

Hello friends:
I am using Spyserver under Raspberry PI 3.
Is possible limit bandwidth to 250khz?
I tried it in spyserver.config without good result.
Here my spyserver.config.
Also... any parameter optimization for rasp?
