Ah yes, that’s the confusion. There are two recon F-4 in Japan. One has gun and used pods .

There is some confusion in the Japanese recce Phantom fleet. As some the Phantom fleet was being modified into the kai configuration, some others were being modified to carry reconnaissance pods, but retained the guns. these were called RF-4EJ... I believe
(will have to check my Japanese sources) That the pure recce birds were RF-4E, as they were not assembled in Japan, but rather in St Louis.
