PHRI :Criminal Killing, Not ‘Collateral Damage’ הרג נפשע ולא משני

חברות וחברים יקרים,אתמול פתח הצבא הישראלי במתקפה צבאית והרג שלושה ממנהיגי הג'יהאד האסלאמי ברצועת עזה. לצד זאת, במתקפה נהרגו לפחות 17 פלסטינים ו-37 נפצעו, רובם נשים וילדים. בין ההרוגים היו ד"ר ג'מאל ח'סואן, בן 52, אשתו מרוואת ח'סואן, בת 44, ובנו יוסף, בן 19, שנהרגו מתקרה שהתמוטטה.
ישראל טוענת שהרג של אזרחים הוא נזק משני, כשבפועל מדובר בהחלטה מודעת, שמתאפשרת כתוצאה מאובדן צלם אנוש ועשורים של תהליכי דה-הומניזציה של פלסטינים. רצועת עזה היא גם, ואולי בעיקר, שכונות, בתי חולים, בתי ספר, אזרחים, בני נוער, ילדים וחלומותיהם. להתייחס אליהם כמטרות צבאיות, "נזק משני", או "בעיית הסברה" – מעיד על כשל מוסרי במקרה הטוב ואכזריות במקרה הרע.
לישראל מסורת ארוכת שנים של פגיעה מכוונת ובלתי מכוונת במתקנים רפואיים וצוותי רפואה, כך למשל, הפציצה ישראל בשנת 2014 את אל-ואפאא, בית החולים השיקומי היחיד ברצועת עזה, בו עבד ד"ר ח'סואן שנהרג אתמול. כמו כן, בשנת 2021 כ-30 מתקני בריאות נהרסו ו-61 עובדי בריאות נפצעו על ידי הצבא הישראלי.
גם הפעם, כבכל מתקפה, הודיעה ישראל על סגירת מעבר ארז, מה שמנע את יציאתם של 142 חולים (רובם חולי סרטן) לטיפולים רפואיים, ביניהם היו גם מקרים הומניטריים דחופים. השלכותיה של ההחלטה לסגור את מעבר ארז הרסניות על הבריאות של פלסטינים בעזה, במיוחד לאור המחסור המתמשך בתרופות ואי זמינות טיפולים רפואיים חיוניים ומצילי חיים בעזה.
אנחנו קוראים לקהילה הבינלאומית ולכל בעלי המצפון לדרוש מישראל לשאת באחריות על ההרג הנפשע של אזרחים וצוות רפואי ולמנוע את המתקפה הבאה על עזה.

Yesterday, the Israeli military launched an assault on Gaza, killing three Islamic Jihad commanders. At least 17 Palestinians were killed and 37 were wounded in the attack, primarily women and children. Among those killed were Dr. Jamal Khaswan, his wife Mervat, and their 21-year-old son Youssef, after the ceiling of their home collapsed.
Israel dismissed the civilian casualties as ‘collateral damage,’ but in reality, it was a premeditated decision directly resulting from decades of dehumanizing Palestinians. The Gaza Strip also consists of residential neighborhoods, hospitals, schools, and the dreams of its youth. Viewing them as military targets, collateral damage, or a "hasbara concern" is, at best, a moral failure and, at worst, evil.
The Israeli state has a long-standing tradition of both deliberately and accidentally harming medical facilities and health workers. In 2014, for example, Israel bombed Al-Wafa Hospital, the Gaza Strip’s only rehabilitation center and the place where Dr. Khaswan had worked. In addition, following a 2021 Israeli assault, 30 health facilities were destroyed and 61 health workers were injured.
As with every military attack, Israel has announced the closure of the Erez crossing, preventing 142 patients from leaving Gaza for medical treatment, including cancer treatment and other humanitarian emergencies. The crossing’s closure has a devastating impact on the health of Palestinians in Gaza, particularly in light of the ongoing unavailability of medications and life-saving medical care.
We call on the international community and anyone committed to justice to hold Israel responsible for the criminal killing of civilians and medical staff, and to prevent the next attack on Gaza.
