The amateur radio equipment aboard the ISS gets turned OFF during EVAs, and when missions are heading towards it and leaving it.

The ISS FAN CLUB reminds us:

On Jan. 19, Tuesday, astronauts Hopkins and Glover of International Space Station Expedition 64 U.S. will perform spacewalk #69, during which there will be the installation of the Ka-band antenna for Columbus COLKa and activation of Bartolomeo.

There will be NASA TV live coverage starting at 10:30 UTC; spacewalk is scheduled to begin at 12:05 UTC.

To support EVA on Jan 19 all HAM radio systems on the ISS will be powered off Jan 18 and return to service Jan 20.  Check for updates Current Status of ISS Stations.
